The Skulls have started extorting money from the business owners in kings Row. If the victims don't pay up, the Skulls trash their businesses. Someone's got to get to Kings Row and show the Skulls they can't pick on Paragon City's businessmen. I think you're just the one to do it.
You can find a lot of Skulls in the Gish, or near the Royal Refinery.
